These things are apparently known as "paddle" tyres/tires prefixed either by sand or snow depending on where you are.

Tamiya make them for the sand scorcher and various others make...

Sometimes pearlescent paint gives off that look of different colours depending on the light and angle of viewing. I have tried to use OEM paint to get the same effect...

Chris is right, just run a pipe higher than the tank top. If you are worried about leakage you can get a filter/breather end fitting but always keep that upright and higher than the tank top. Gusto...
