Easy way to find out would be to disconnect the pump and watch the servo's as you operate the hydraulic controls.

Have you had a gauge hooked up to check your operating pressure?

Also, on the RC4WD site they have the Pressure Relief Valve for sale but the specs have it only going to 72.5PSI. But the info sheet for the excavator says it operates at 290PSI.
