Do you have a pic of what your looking to make? i made my fenders with 4"landscapeing pvc pipe and reg sheet styrene...
Draw your plan  Cut PVC to size  Cut bond/glue fill gaps and sand..  These pics are with the thicker pvc (too thick unless sanded down) i now use the landscaping stuff now its half the thickness.. Hope this helps Best of luck
