I think it's a rubber that they use to do retreads. I believe it's not vulcanized yet but I'm not 100% positive. Just look into retreading, I guess. Sorry I don't know more about it...

I'm not sure if the method you describe will work. I think to get an answer you may have to experiment yourself. However, I do know that Tom (modelman) made his own tires for his mining truck. ...

I don't have a layout myself so I don't think I'll be much help, but perhaps you can borrow ideas from some of the 'meets'. Maybe watch some of the ones on Youtube to get different ideas?
