Start thinking about what is different from the 2 situations . Venting is a place to start .

Tank must have a vent to let air in as the oil level goes up and down. Try running it with the fill cap off.
Also is there anything in the inside of the tank on the fitting your trying to draw oil out if ? A screen maybe ? Is it plugged ? Is the fitting on the tank well below the oil level ?
