Here is a similar wrecker I built a few years ago. The boom and cable hook work off of winches. I will offer some advice, you will need some kind of block and tackle or a worm gear winch so it will hold a load. If not when you raise the boom then try to use the hook cable it will pull the boom back down.

Below is a link to a youtube channel that shows an old style wrecker with a cable winch system. He has a ton of videos of his wrecker performing all different types of recoveries on off road vehicles. You can see the way the vehicle is rigged to the wrecker pretty clearly in this video. Hope it helps.
