I soaked the cyl in thinner over night, blew it thoroughly with pressurized air & soaked it again to try to get any impurities out of the joint. Blew it dry this morning and began prep work with sanding, ect... I just know it's something stupid.

That's another good idea Ed, if the local machinist is swamped, I'll check there next.
